Stuart J. Rabin
President & Chief Executive Officer
Mr. Rabin is the Chairman of the Board of Directors of Decision Sciences International Corporation (DSIC), an applied technology company centered around its exclusive Charged Particle (Muon) Tomography technology and utilizing unique and proprietary Artificial Intelligence (AI) and Machine Learning (ML), advanced physics and data aggregation. DSIC is the global leader in the new and emerging muon tomography industry.
DSIC’s revolutionary and disruptive Charged Particle (Muon) Tomography technology – originally developed in close cooperation with the renowned Los Alamos National Laboratory – can significantly improve the safety and security of the global community, facilitate the interdiction of contraband and human smuggling, and help to save countless lives and prevent the economic, psychological, and civil liberties devastation likely to result from even a single act of nuclear terrorism.
Mr. Rabin is also the Chairman of the Board of Managers of Decision Sciences Medical Company (DSMC). DSMC is an affiliate of DSIC focused on bringing to market an advanced medical imaging technology for the early, non-invasive detection of cancer and other serious medical conditions.
From 1997 through 2008, Mr. Rabin was the President and CEO of JFI, a diversified family investment company that he co-founded. At JFI he constructed and actively managed a series of sizeable bespoke portfolios that included numerous hedge funds, an internal equity trading vehicle, direct private company investments, and real estate partnerships.
Previously Mr. Rabin was employed by a New York based investment fund, by Morgan Stanley Asset Management, and by Bear Stearns & Co. Earlier in his career, Mr. Rabin practiced law with the New York firm of Skadden, Arps, Slate, Meagher & Flom and with a Washington, D.C. predecessor firm to DLA Piper.
Mr. Rabin devotes considerable time and attention to charitable and civic causes, including nonprofit organizations involved in education, promoting active citizenship and illuminating Constitutional ideals, healthcare, and international affairs. Mr. Rabin is a member of the Council on Foreign Relations, the Wharton Global Family Alliance of the Wharton School of the University of Pennsylvania, and the International Council of the Belfer Center for Science and International Affairs at the John F. Kennedy School of Government at Harvard University. After many years of service, Mr. Rabin also recently termed-off of the Board of Trustees of the National Constitution Center in Philadelphia.
Mr. Rabin graduated with honors from Georgetown University and from the Georgetown University Law Center. He received his MBA from the Wharton School of the University of Pennsylvania.

Patrick Simmons
Senior Vice President, Government Relations
Prior to joining Decision Sciences, he lived in the United Arab Emirates where he served as a technology advisor to Abu Dhabi Customs, leveraging his expertise in non-intrusive inspection and radiation detection. Mr. Simmons previously worked for the U.S. Customs and Border Protection (CBP) for 25 years where he held many roles, including director of their non-intrusive inspection and radiation detection office in Washington D.C. While in this role, Mr. Simmons oversaw CBP’s entire inventory of detection systems which included over 300 mid to large-scale mobile and stationary systems. Mr. Simmons also managed the successful deployment of 1200 Radiation Portal Monitors at our Nation’s borders and critical infrastructure locations.
Steven Conner
Global Vice President of Operations
Steven brings experience across several industries, including security and cargo scanning contraband detection, telecommunication, data center, and enterprise software development.
Steven’s experience spans U.S, Europe, and the Middle East. His background includes roles such as: Director of Supply Chain, Sr. Program Manager, CEO, President, VP of Holding Company, GM and Product Manager.
Steven has previously held rolls as CEO at Sigma Squared Decisions, and President of e-Systems group managing full P&L and over 100 employees. His key accomplishments were improving profitability, completing two acquisitions and consolidating two manufacturing operation.
Anthony Crego
Vice President of Product Development
Tony retired from the Navy in 2012 after 20 years of service. He served as an officer aboard three submarines, and notable shore assignments included Joint Staff (J-5) Combating Weapons of Mass Destruction Policy staff officer, Anti-submarine warfare requirements officer at Fleet Forces Command (N-8), and Nuclear Engineer for Naval Reactors. Between his Navy retirement and working for Decision Sciences, he was an independent consultant for 15 radiological and nuclear detection companies where he provided business development and proposal management support. Tony’s technical acumen and business experience allow him to effectively bridge the gap between these two disciplines.
Tony received a B.S. in Physics from Georgia Tech, an M.E.A. in Industrial Systems Engineering from Virginia Tech, and an M.S. in National Security Strategy from the National War College.
Kevin Davies
Chief Commercial Officer
Kevin Joined DSIC from a 10+ year career with Smiths Detection most recently as the Global Director – Ports & Borders ; while leading this Division of Smiths Detection he developed innovative and robust Ports & Border solutions meeting the changing demands in this sector. In this role Kevin functionally had direct responsibility for Product Development, Program execution as well as Sales and Business development. Smiths Detection is part of Smiths Group, an industrial technology company based in the U.K. They are a Global leader and manufacturer, supplier of non-intrusive inspection (NII) systems
Kevin began his working career in the British Army, a full career saw operational deployments and active service. He served In, led and managed multi-function Project and Engineering support organizations, leading Engineering and logistic teams globally including conflict areas such as Bosnia and the Middle East. Kevin completed his military service in 2001 as an Engineering Officer. Joining the private sector in 2001 with SAIC (Now Leidos) as a Project Manager delivering Cargo NII systems for UK Customs, He then moved on to setup as Managing Director a significant managed service Build Own Operate Transfer (BOOT) concession contract operation using NII equipment for the Government of Kuwait with a company called IVACIS.
In 2004 he joined Rapiscan systems in UK as the Technical Director EMEA for their Cargo systems Division. He had major success delivering Manufacturing and Service for their Eagle High-Energy systems. Prior to joining Smiths Detection Kevin moved to Mozambique in 2006 where he stayed till late 2012 to establish Kudumba; a managed service concession BOOT contract held with the Government of Mozambique to provide NII Equipment and services across all Land Borders/Seaports and Airports. He took this company from startup to an ISO 9001:2010 accredited company employing 450+ personnel across 14 sites in Mozambique. Kudumba stoill operates in service of the Mozambican Goverment
Chuck Scheiwe
Chief Financial Officer
Chuck Scheiwe is the Chief Financial Officer of Decision Sciences. Mr. Scheiwe has substantial experience in accounting, financial planning and analysis, business intelligence, cash management, and equity management across a variety of industry sectors including Industrial Manufacturing and Assembly, Healthcare Technology, Telecommunications, Renewable Energy, Consumer Recurring Services (SaaS), and Electronics Manufacturing.
Prior to joining Decision Sciences, Mr. Scheiwe was the CFO and Secretary of Flux Power Holdings, a public company providing lithium-ion energy storage solutions for electrification of a range of industrial and commercial sectors including material handling, airport ground support equipment (GSE), and stationary energy storage. Mr. Scheiwe’s capital raising experience includes private debt, private equity, Up-listing (IPO), follow-on public offering, At-the-Market (ATM) offering, and Asset Based Lending lines.
Prior to Flux Power, Mr. Scheiwe provided financial and accounting consulting services to various start-up companies including as the Vice President of Finance and Controller for GreatCall, Inc., a private equity backed recurring revenue (SaaS) business providing cellphones, software, and connected health devices. Mr. Scheiwe has a Bachelor of Science degree in Business Management, with an emphasis in Accounting, from the University of Colorado. Mr. Scheiwe also holds a CPA certificate
Pasquale “Pat” D’Amuro
Board Member
After the terrorist attacks of September 11, 2001, Mr. D’Amuro was appointed Inspector in Charge of the FBI’s investigation of those attacks. Subsequently, Mr. D’Amuro served as Assistant Director of the Counterterrorism Division at FBI Headquarters and, later, Executive Assistant Director for Counterterrorism and Counterintelligence. In these capacities, he was instrumental in the creation and management of the FBI’s Terrorism Threat Integration Center and Terrorism Watch List.
During his distinguished career at the FBI, Mr. D’Amuro contributed to or led several high profile investigations, including the investigations of the 1998 bombings of the American Embassies in East Africa and the 2000 attack on the USS Cole in Yemen, as well as the latter stages of the investigations of the 1993 World Trade Center bombing, the Manila Air plot, and the crash of TWA Flight 800. Mr. D’Amuro has provided advice and briefings to the President of the United States, the U.S. Attorney General, the Director of the FBI, and the National Security Council, among others. Mr. D’Amuro also serves as Chair of Decision Sciences’ Board of Advisors.

Robert Fishman
Board Member
A former shipboard chief engineer in the U.S. Navy, Fishman holds a Ph.D. in Mechanical Engineering from the University of Maryland, an M.S. in Mechanical Engineering and Degree of Mechanical Engineer from the Massachusetts Institute of Technology, and a B.S. (with distinction) in Mechanical Engineering from the U.S. Naval Academy. He is registered as a Professional Engineer in six states.
Dr. Fishman volunteers as a docent at the Museum of Flight in Seattle and as a volunteer pilot for Angel Flight.
Gwenne Henricks
Board Member
Ms. Henricks earned a B.A. Physics and an M.S. Electrical Engineering at Bradley University. She also holds an MBA from the University of Illinois.
Art Collins
Board Member
Medtronic is the largest medical technology company in the world with annual revenues of over
$30 billion. Conducting business in more than 150 countries, Medtronic’s employment currently exceeds 90,000. Institutional Investor repeatedly selected Mr. Collins as the best CEO in the Medical Supplies and Devices sector. In addition to having one of the most impressive records of superior financial performance during his tenure, Medtronic was continually cited as one of the most admired companies in the industry and was singled out for its strong corporate governance and commitment to philanthropy and community involvement. It is interesting to note that the most important statistic tracked within the company is not found on the balance sheet or the income statement—it is that about every second, someone somewhere in the world receives a Medtronic product that either significantly improves or saves their life.
Mr. Collins joined Medtronic from Abbott Laboratories where he had been Corporate Vice President with responsibility for Abbott’s worldwide diagnostic business units since 1986. He commenced his 14-year career with Abbott in 1978 as Manager of Corporate Planning and Development and moved to the Diagnostics Division a year later where he subsequently held a number of general management positions in the United States and Europe. He was elected a corporate officer in 1989.
Before joining Abbott, Mr. Collins served as an officer in the United States Navy from 1969 to 1973. After completing Officers Candidate School as a Distinguished Naval Graduate, he served as a line officer and was honorably discharged with the rank of Full Lieutenant. From 1974 to 1978, Mr. Collins was a consultant with Booz, Allen & Hamilton in Chicago. As a consultant, he conducted major assignments in the areas of business strategy development, marketing, organization planning, financial analysis, and financial systems design.
Mr. Collins amassed over 80 years of corporate board experience while serving as a director of Alcoa, Arconic, Boeing, Cargill, Medtronic, Tennant, and US Bancorp. While on those boards, he held numerous leadership roles including lead director and chair of governance and nominating, compensation, and finance committees. He also was a member of the Board of Overseers of the Wharton School at the University of Pennsylvania and the Board of Visitors for the Farmer School of Business at Miami University. In addition to serving as previous Chairman of AdvaMed, the medical technology industry association, he has been on the boards of numerous governmental and civic organizations including the President’s Export Council and the Walker Art Center.
Mr. Collins was a senior advisor to Oak Hill Capital Partners from 2009 to 2019. In this capacity, he consulted with Oak Hill Capital’s managing partners, providing advice and expertise in a variety of areas, including the private equity portfolio. Mr. Collins and Sophia Shaw, retired president & CEO of the Chicago Botanic Garden, in 2016 formed Acorn Advisors, LLC, a consulting firm focusing on governance, strategic planning, and succession planning for nonprofit organizations, large family offices, and early-stage companies. In addition to his business and civic endeavors, Mr. Collins has authored The Adventures of Archibald and Jockabeb, a nine-book series of adventure/fantasy stories for children and young adults.
Mr. Collins received a Bachelor of Science degree and a Doctor of Laws honorary degree from Miami University in Oxford, Ohio. He also holds a Master of Business Administration Degree from the Wharton School of the University of Pennsylvania, where he was a member of the undergraduate faculty and later received the Joseph Wharton Lifetime Achievement Award.

Jim attended Stanford University where he earned a bachelor’s degree in quantitative economics and human biology.
Dr. Raphael “Raffi” Amit
Advisor
Prior to joining the Wharton Faculty, Dr. Amit has been the Peter Wall Distinguished Professor at the Faculty of Commerce and Business Administration, University of British Columbia (UBC), where he was the founding director of the W. Maurice Young Entrepreneurship and Venture Capital Research Center. Between 1983 and 1990, Dr. Amit served on the faculty of the J.L. Kellogg Graduate School of Management at Northwestern University, where he received the J.L. Kellogg Research Professorship and the Richard M. Paget Research Chair in Business Policy.
Dr. Amit holds B.A. and M.A. degrees in Economics, and received his Ph.D. in Managerial Economics and Decision Sciences from Northwestern University’s J.L. Kellogg Graduate School of Management.
Dr. Amit serves on the editorial board of Wharton Publishing. He completed a three year term as an Associate Editor of Management Science; a seven year term on the Editorial Board of the European Management Journal; a nine year term on the Editorial Board of Organizational Science; a 12 year term on the Editorial Board of the Journal of Business Venturing; and a 15 year term on the editorial board of the Strategic Management Journal. His research and teaching interests center on performance implications of family owned, controlled, or managed firms, entrepreneurship in independent and corporate settings, business models and business strategy and on venture capital and private equity investments. Among the journals that have published his extensive academic research are the Academy of Management Journal, California Management Review, the Journal of Economic Behavior and Organization, the Journal of Financial Economics, the Journal of Business Venturing, the Journal of Economics and Management Strategy, the Journal of Management, Management Science, Operations Research, the Strategic Management Journal, the European Journal of Management, and a range of trade publications.
Dr. Amit has extensive industry and consulting experience. He consults to substantial families throughout the world on strategy, governance and wealth management issues. He has held a range of management and Board of Directors positions in entrepreneurial settings and participated in the formation and growth of numerous companies.
He served as Chair of the Board of Directors of Creo Products Inc., (NASDAQ symbol CREO until May 2005 when it was acquired by Kodak.), between January 1996 and February 2001, and served on the Audit and Compensation Committees. Creo is a global high technology firm, with unique imaging technology, that is the world’s leading supplier of computer to plate imaging equipment for the printing industry. Dr. Amit has been an active early stage Venture Capital investor and has also consulted to private and public sector organizations in North America and Europe on a broad range of strategic issues, and on entrepreneurial management and new venture formation issues. Professor Amit has helped form the Korean Global IT Fund, a $100 million VC fund with offices in Palo Alto and Seoul and has served as the first Chairman of the KGIF Advisory Board. He now serves on the Board of Directors of Alvarion Ltd. (NASDAQ: ALVR), a leading wireless communication equipment company. Dr. Amit is a member of the Compensation, Nominating and Governance Committee of Alvarion Ltd. He also serves on the Audit Committee, where he is the designated financial expert and provides advice to management on a range of strategic issues.
Dr. Amit has extensive experience in executive education having taught a range of courses in North America, Europe, Asia and Australia.
Frances F. Townsend
Advisor
Prior to serving the President, she was the first Assistant Commandant for Intelligence for the U. S. Coast Guard. Before that, Townsend spent 13 years at the U.S. Department of Justice under the administrations of President George H. W. Bush, President Bill Clinton, and President George W. Bush.
Townsend is a Director and chairs the compensation committees of two private company Boards and serves as Director of a public company. She serves on numerous government advisory and nonprofit boards. Townsend chairs the Board of the Intelligence and National Security Alliance. She is also a member of the Council on Foreign Relations and the Trilateral Commission.
The Honorable Lawrence J. “Larry” Delaney, PH.D.
Advisor
Dr. Delaney retired in 2005 as Vice President, Special Programs from L-3 Communications (formerly Titan Corporation). He previously served as Executive Vice President of Operations and President/CEO of the Advance Systems Development Sector of Titan. Dr. Delaney was Chairman of the Board, CEO, and President of Arete Associates from 2001-2003. He was Assistant Secretary of the Air Force (Acquisition), a presidential appointment position requiring Senate confirmation, and Chief Information Officer from May 1999 – January 2001. Dr. Delaney held the position of Acting Secretary of the Air Force from January 20 – June 1, 2001.
Previously, Dr. Delaney was President of Delaney Group, Inc., a technical business consulting firm. He also was Corporate Vice President of BDM International and Managing Director of BDM Europe, the European holding company for BDM International, Inc. He also served as Senior Vice President and Group Manager at IABG. He was group Senior Vice President at SAIC and Deputy Sector Manager of the SAIC Military Sciences/Information Systems Sector. Dr. Delaney has directed programs for the Chief of Naval Operations, the Defense Nuclear Agency and the U. S. Army.
Earlier in his career, he was Managing Partner and Board Director of Montgomery & Associates and Founder of its Washington operations. Dr. Delaney has served as Chairman of Engility Corporation, Schafer Corporation, the National Academies (NAS) Air Force Studies Board and the NAS Special Operations Command (SOCOM) study on Universal RF Systems. He was Vice Chairman of the Army Science Board and a member of the Defense Science Board Task Force on Integrating Commercial Systems (ICS) and Advisor for Zephyr Photonics, Inc. Dr. Delaney received the Outstanding Civilian Service Medal for his work on the Army Science Board and awarded the Secretary of Defense Medal for Outstanding Public Service and the Department of Air Force Decoration for Exceptional Civilian Service.
He serves as Chairman of the Board of Trustees for Clarkson University where he received his Bachelor’s and Master’s degree in chemical engineering. Dr. Delaney received his Ph.D. in chemical engineering from the University of Pennsylvania.
